As a Fiscal Commissioner at the Comptroller of Venezuelan Republic, Armando oversaw accounting and business operations on the decentralized administration and conducted internal control evaluations of federal funds assigned to States and Districts.
As Planning & Budgeting General Sectorial Director of the Ministry of Urban Development (MINDUR) of Venezuela, Armando was responsible for developing and aligning the congresional strategy plans and fiscal budget for the fiscal year 1984. He lead the implementation of a rigorous financial management capability, as well as deployed the process for translation of strategic targets into comprehensive, well-vetted annual operating/capital budgets.
As Senior Consultant, Armando conducted Multinational Debt Management Projets through his company Fineco Inc. based in New York that involved debt restructure negotiations between Latin American countries and organizations such as the World Bank, IDB, and the OAS/IICA.
Operations Management at Corporate America:
For 10 year Armando served at abc distributing Inc., (FL) and LTD Commodities (IL) as the IS Director and Senior Project Manager for the financial, HR, risk management and loss prevention areas. After merged, LTD Commodities Corporation located in Bannockburn-Illinois, became the largest mail orders distribution center in the U.S delivering more than 3 million items per day.
In the manufacturing area, he served as the IS Project Manager and Operations at Point Blank Solutions, Inc (PBS) located in Pompano Beach, FL. PBS is the most widely recognized brand of body armor in the world, which encompass ballistic, stab and fragmentation protection devices for Federal, State, and Local Law Enforcement, Corrections, and Military.
In the healthcare industry and for five years, Armando served as Director of Operation of MedCard Systems (NYC) and MedicalWare (FL), both pioneering corporations in digital electronic billing and medical claims processing systems. MedCard was located in Long Island - New York and MedicalWare in Fort Lauderdale -Florida, both serving thousands of medical providers, clinic, and hospitals countrywide through its own point of service terminal and web base online real-time systems.
